2nd Mate AGT O/NC

2nd Mate AGT Oceans/Near Coastal:  Domestic

The 2nd Mate AGT Oceans credential allows its holder to act as 2nd Mate on US Inspected Vessels of Any Gross Tonnage on any waters or as Mate on uninspected vessels, except for Towing Vessels.  The 2nd Mate AGT NC authorizes service as 2nd Mate on US Inspected Vessels of AGT Near Coastal Waters which require this credential.  The holder may act as Mate on vessels operating on Inland Waters that do not require pilotage endorsements.  On uninspected vessels, the holder of this license can act as Mate on the appropriate waters.  The license also authorizes service as Master 100 GT Oceans/NC/Inland without further endorsement.

With 30 days of training in the wheelhouse of a towing vessel and completion of a TOAR (Towing Officer's Assessment Record), the holder of this license can serve as Mate on Towing Vessels on the waters of the credential's authority.  While the holder of this credential may serve as 2nd Mate of tankships, he or she does not have the authority to oversee cargo operations unless the credential carries a tankerman's endorsement.  To serve as 2nd Mate on Sailing Vessels of any gross tons that require the license, the holder must hold a Sail Endorsement.

Service Requirements:

  1. One year of service as officer in charge of a navigational watch on ocean (or near coastal) self-propelled vessels while holding a license or endorsement as third mate; or
  2. While holding a license or MMC endorsement as third mate of ocean (or near coastal) self-propelled vessels of unllmited tonnage, 12 months of service on deck as follows:
    (i)  A minimum of 6 months of service as officer in charge of a deck watch on ocean (or near coastal) self-propelled vessels; and
    (ii) Service on ocean (or near coastal) self-propelled vessels as boatswain, able seaman, or quartermaster while holding a certificate or MMC endorsement as able seaman, which may be accepted on a two-for-one basis to a maximum allowable substitution of six months (12 months of experience equals 6 months of creditable service); or
  3. If an individual holds an endorsement or license as Master of Great Lakes and Inland self-propelled vessels of unlimited tonnage or Master of Inland self-propelled vessels of unlimited tonnage, he or she may obtain an endorsement as second mate of ocean or near coastal self-propelled vessels of unlimited tonnage by completing the prescribed examination.

Examination and Assessments:

If the candidate for 2nd Mate was issued the 3rd Mate's license after February 1, 2002, no examinations are required.  If the candidate holds a license issued before February 1, 2002, he or she will be required to take the 3rd/2nd examination as described in:

Section 4.3.7 of the Deck Examination Guide.

A candidate for 2nd Mate is eligible for a Master 1600 O/NC.  In order to get this endorsement, a supplementary exam (Module 011XX).  A description of this module is not included in the new Deck Examination Guide, but it is a 70-question, 70% exam covering Deck General, Navigation General and Safety topics.
